Test and Evaluation Engineer

Job Description:
Located in Aberdeen, the Test & Evaluation Engineer for the Team, you will play a crucial role in ensuring the successful testing and evaluation of this essential military technology. Your responsibilities will include developing test strategies, managing day-to-day test activities, generating necessary documentation, and collaborating with various stakeholders to ensure the system's effectiveness and compliance with standards.

Key Responsibilities:
  • Test Strategy Development: Develop program and product Test & Evaluation strategies, approaches, processes, schedules, and resource requirements.
  • Test Management: Manage daily test activities at selected test facilities, resolve execution issues, lead daily test update meetings, and coordinate with integrated product teams, contractors, and on-site representatives.
  • Documentation: Create essential test documentation, including Test and Evaluation Master Plans (TEMPs), specific test plans, schedules, and test reports in support of Milestone Decisions and Material Release.
  • Evaluation Methodology: Implement an evaluation methodology and framework for the product or system under test.
  • Stakeholder Collaboration: Collaborate with product managers, engineers, logistics, contracting teams, and external government organizations, including Army Test and Evaluation Command (ATEC), Director Operational Test and Evaluation (DOT&E), Army Capability Managers, and other Product Offices, as well as defense industry partners.
  • Policy Compliance: Review Product Management Offices' documentation to ensure consistency with Test & Evaluation and Engineering Policy, Guidance, and Standards.
  • Technical Expertise: Provide technical advice and knowledge related to program management, system engineering, and value management technologies relevant to the testing process.

Minimum Requirements:
  • C5ISR Systems: Experience coordinating and executing C5ISR systems tests.
  • Project Management: Experience managing test cost, schedule, scope, and risk throughout program lifecycles.
  • Performance Analysis: Experience reviewing and analyzing system performance against operational requirements for testing.
  • Test Leadership: Familiarity with leading all aspects of a test, including planning, management, evaluation, and reporting to stakeholders.
  • Performance Measures: Expertise in developing and applying measures of performance and effectiveness.
  • DoD Knowledge: Knowledge of DoD Test & Evaluation policies and practices, including DoDI 5000.89, and implementation within DoD acquisition programs.
  • Tools: Familiarity with the use of databases and automated tools for evaluation, analytical, and verification support.
  • Software Skills: Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
  • Communication: Excellent interpersonal skills, proven verbal and written communication abilities, and the capacity to work effectively on multi-functional teams.
  • Self-Starter: Ability to self-start, multitask, and prioritize tasks with minimal supervision.
  • Problem Solving: Excellent organizational, problem-solving, and strategic thinking skills.
  • Travel: Minimum of 25% travel required to Army and contractor locations within CONUS.
  • Location: Position is in Aberdeen Proving Ground, MD.
  • Work Arrangements: Telework available up to 3 days per week, with an alternate/flexible work schedule available.

Certifications:
  • DAU Level III or Practitioner certification in Test & Evaluation.
  • Hands-On Experience: Experience with Electronic Warfare (EW) and/or Signals Intelligence (SIGINT) systems testing.

Qualifications:
Bachelor's degree (B.A. or B.S.) in any discipline. At least 6 years of progressively complex experience in testing.


Must have current, active TS clearance with ability to obtain SCI.
